People's Committees of coastal provinces and cities:

Direct the overall review of local enforcement measures based on EC recommendations. Allocate funds and human resources for fisheries specialized management agencies, fishing port management agencies and law enforcement agencies at sea to focus on effectively implementing the following:
- Organize supervision of fishing vessels operating at sea in accordance with the Law on Fisheries 2017; speed up the recovery of all MOVIMAR equipment and install them for fishing vessels of 24 meters or more in length according to the guidance of the Ministry of Agriculture and Rural Development; upgrade VX-1700 equipment installed on ships and shore stations to automatically report the ship's position to the shore station; strictly deal with fishing ships that install cruise control equipment but do not turn on their engines 24/24 when fishing activities at sea for management agencies to monitor and supervise.
- Checking and controlling fishing vessels entering and exiting ports; control output to be docked according to regulations; inspection and examination at the port, strictly sanctioning IUU fishing; logging exploitation logs, exploitation reports; strictly implement the certification, certification, and traceability of the exploited aquatic products according to regulations.
- Organize patrol, inspection and control on the waters assigned to manage to promptly detect and prevent fishing vessels showing signs of IUU fishing violation, in which no fishing vessel incident occurs. and local fishermen committing illegal fishing in foreign waters.
- Strengthening the monitoring and strict management of the number of local fishing vessels operating for a long time at sea and regularly exporting and importing berths in other localities; coordinate to promptly share information with relevant authorities for timely handling when detecting acts of IUU fishing.
- Strengthen information, communication, training and dissemination of regulations on IUU fishing in fishing ports and key fishing areas; ensure full provision of information on prevention and control of IUU fishing to the fishing community and local stakeholders.
- Prepare and regularly update the list of IUU fishing vessels, report on the 20th of every month to the Ministry of Agriculture and Rural Development and publish on local mass media.
- Review responsibilities and take disciplinary measures against the heads of government at all levels, departments, agencies and relevant functional forces so that fishing ships continue to violate illegal fishing in sea areas. foreign.


The Ministry of Agriculture and Rural Development:

To advise the Government on the plan to establish a National Steering Committee on illegal fishing prevention and combat to ensure effective and efficient operation.
Focusing on completing the guiding documents on the implementation of the Fisheries Law in 2017, translating draft legal documents into English to send to the EC General Department of Marine and Fishery Affairs for consultation and comments. Guaranteed to be valid from January 1, 2019.
To promulgate documents directing and guiding coastal localities to equip, install, use and synchronously manage cruise monitoring equipment on fishing ships; in the immediate future, to focus on closely monitoring and supervising the number of fishing vessels equipped with VX-1700 equipment, Movimar for law enforcement at sea and sanctioning IUU fishing vessels.

The Ministry of Defense shall direct functional forces to:

Strictly control ships and boats engaged in fishery professions when entering or exporting ports; resolutely not allow fishing ships to go to sea without sufficient procedures, papers, equipment, strictly handling violations of fishing ships according to regulations.
Coordinate with relevant forces to strengthen inspection, control and inspection at sea (concentrated in overlapping areas, disputes between Vietnam and other countries) and at fishing ports; strictly deal with fishing vessels that violate the law on IUU fishing. Focus on investigating and handling acts of brokerage and investment in fishing ships and fishermen who illegally exploit aquatic products in foreign waters; organizing the sending of fishing ships and fishermen arrested by foreign countries to Vietnam in contravention of regulations.
To assume the prime responsibility for, and coordinate with relevant functional forces in, investigating and making a list of fishing vessels in violation of foreign waters, on the 20th of every month, to supply them to the Ministry of Agriculture and Rural Development for publication on the media. mass news.


Police:

Direct the investigation and strictly handle acts of brokerage and investment in fishing ships and fishermen who illegally exploit aquatic products in foreign waters; list and strictly manage the number of fishermen returned by foreign countries; in the immediate future, to drastically direct the investigation and handling of typical cases for deterrence and education.
Applying security cooperation mechanism between Vietnam and other countries, especially Indonesia, Malaysia, Thailand and Cambodia to coordinate in timely and effective handling of cases of foreign citizens or Vietnamese citizens residing in Foreign countries link with domestic objects bringing Vietnamese fishing ships and fishermen to violate foreign waters.


Foreign Office:

Continue to well protect fishermen, timely inform about the situation of Vietnamese fishing vessels and fishermen being arrested by foreign countries; request foreign authorities to provide evidence of arrest of Vietnamese fishing vessels and fishermen due to illegal fishing violations.
Coordinate with the Ministry of National Defense to provide evidence that countries in the region illegally arrest Vietnamese fishing ships and fishermen in Vietnam's waters, the undefined, overlapping waters between the two countries. Resolutely fight with countries that control and illegally arrest Vietnamese fishing ships and fishermen.
To assume the prime responsibility for, and coordinate with concerned ministries and branches in, promoting negotiations on delimitation of maritime boundaries between Vietnam and a number of countries in the region.
Direct the Vietnamese Delegation to the European Union (EU) to increase contact with the EU authorities to provide and clarify information on measures we have taken according to EC recommendations; strengthen coordination in mobilizing leaders of EU authorities to support removing "Yellow Card" for Vietnamese seafood products supplied to the EU market.
